Director of Special Projects - Jay Rowell
Director of Special Projects Jay Rowell plays a vital role within the district, engaging in various key areas including, but not limited to, construction, property management, public records, district policies and direct support to the Superintendent. Through these critical roles, the he ensures the effective management and oversight of key district functions, supporting the success and integrity of the district. Jay has an extensive career spanning 39 years in public education, including 18 years as a CVSD district administrator.
- School District Construction
- Oversees all aspects of construction and renovation projects within the district, ensuring projects are completed on schedule, within budget, and in compliance with regulations.
- Project Management
- Manages budgets, planning, scheduling, contracts, risk mitigation and payment approvals.
- Supervision & Coordination
- Manages contractors, conducts site visits, attends planning and construction meetings, and ensures compliance with building codes.
- Reporting & Analysis
- Prepares progress reports, problem-solves and seeks continuous improvements in construction processes.
- Public Records Management
- As the district’s designated public records officer, oversees compliance with the Public Records Act (RCW 42.56), processing requests and providing assistance to requestors.
- Public Records Training & Compliance
- Ensures staff adherence to public records laws and coordinates with departments for record retrieval.
- Record Retention & Review
- Manages record retention in alignment with state and federal laws, while maintaining transparency and accountability.
- Policy Development & Review
- Works within the Superintendent to draft and revise policies to ensure alignment with legal requirements.
- Advisory & Administrative Support
- Supports the School Board and Superintendent on policy-related decisions, maintaining documentation, and enhancing communication efforts.
