Request to Address the School Board
Welcome to the School Board meeting. Please complete the following information to speak at the upcoming board meeting.
Your comments are limited to three (3) minutes for in-person comment. By adhering to this time frame, you are respecting the rights of others in the audience to address the board in the time allowed. Public Comment will be strictly limited to no more than thirty (30) cumulative minutes.
All Public Comment is subject to the Public Records Act, RCW 42.56.
Providing Public Comment
The CVSD Board of Directors recognizes the value of public comment on educational issues and the importance of members of the public attending its meetings. Public Comment provides an opportunity for constituents to address the Board.
During the public comment period, visitors may address the board on any topic within the scope of the board’s responsibility. However, it is not a dialogue between the speaker, Board, or Superintendent. The Board and Superintendent do not engage nor interact with speakers.
In order to permit fair and orderly expression of public comment, with the exception of emergency situations, the Board will provide a period near the beginning of each regular School Board meeting at which final action is to take place for public comment.
How to Address the Board:
- If you desire to speak, you will give your name, if you live in the Central Valley School District, and if you have children attending Central Valley schools using the Request to Address the School Board, available online and at the meeting. This will allow the Board President to call on you during Public Comment.
- If you have any handouts or materials for the Board, please submit those items with your Request to Address the School Board. Members of the public should not approach the dais. The Board will not review handouts during the Public Comment period.
- The Board President will first recognize you before you speak. Then, you will identify yourself and proceed to make comments within the time limits established by the Board.
- As you share your remarks, please address the Board. Do not turn and speak to the audience.
- Speakers will be limited to up to three (3) minutes, unless an extension of time is granted by the Board President. A timer will track the time.
- In order to accommodate public comment and School Board business, Public Comment will be strictly limited to no more than thirty (30) cumulative minutes.
- The Board President has full discretion over the Public Comment period, including the ability to manage speaking time to allow for additional comments. If the number of speakers exceeds the time allotted for public comment, priority will be given to Central Valley School District residents speaking about items before the board for final action.
Please Note:
- In accordance with School Board Policy 1400, no inappropriate comments or behavior will be tolerated. Inappropriate behavior is defined as attempting to engage individual Board members in conversation, insults, obscenities or profanity, attacks against any person in their personal capacity, and/or physical violence or threat.
- The Board President may interrupt or terminate an individual's statement when it is too lengthy, personally directed, abusive, obscene, or irrelevant.
- During Public Comment, the Board accepts comment regarding Board action on agenda items that require or will benefit from public comment. Written and oral comment will be accepted by the Board before the adoption or amendment of policies not expressly or by implication authorized by state or federal law, but which will promote the education of pre-kindergarten through twelfth grade students in public schools or will promote the effective, efficient, or safe management and operation of the district.
- Any representative of a firm eligible to bid on materials or services solicited by the Board will also be entitled to express an opinion.
- The School Board will not hear public comment that involves a complaint about an individual staff member, a personnel action, a student disciplinary matter, a complaint about an individual student, or pending litigation.
- Accessibility - Individuals needing an auxiliary aid or service to participate in a regular or special School Board meeting should contact the Superintendent's office as soon as possible and no later than three (3) business days before a regular meeting so that arrangements for an effective auxiliary aid or service can be made. Reasonable efforts will be made to accommodate requests made less than three (3) business days in advance of a meeting.
