Title I Accountability
States must develop and implement a single, statewide accountability system that will be effective in ensuring that all districts and schools make adequate yearly progress (AYP), and hold accountable those that do not. AYP is the level of proficiency that schools must achieve on an annual basis. It is determined by a matrix of "30 cells" that include the percentages of participation, as well as proficiency of students in reading and math along with unexcused absences and graduation rates for secondary students. Those percentages are calculated across categories that include student ethnicity, special education, limited English, and socioeconomic status.
Districts are required to inform parents of their options as a result of their child's school not making AYP. If a school fails to meet the AYP requirements, letters are sent home at the beginning of the school year. Families are provided information detailing their options for public school choice and supplemental educational services.

Public School Choice (PSC)
As a result of not making AYP, No Child Left Behind Act (NCLB) of 2001 states that parents of Title I schools have the option to transfer their child to another school, within our district, that has not been identified for school improvement. Although CVSD can transfer children to a school that is not in improvement, the district cannot guarantee a specific school. Transportation will be provided. The schools being offered were selected because of location and consideration of the amount of time students will be on the bus. Transfers will be honored through the highest grade that the school serves, unless the transfer school fails to make AYP in the future.

Supplemental Educational Services (SES)
Supplemental Educational Services (SES) are a federal Title I, Part A requirement for schools that failed to make Adequate Yearly Progress (AYP) as defined by No Child Left Behind for three or more years. Supplemental educational services provide extra help to low income students in eligible schools in the areas of reading, language arts or math. Services can be provided before or after school, on weekends or during the summer.
The two CVSD School District schools that qualify to receive SES for the 2011-12 school year are Adams and Broadway Elementary Schools. Parents of students attending these schools will receive information explaining their SES options.
Eligible students who attend a qualifying school can receive free tutoring by providers on the state approved SES provider list, obtained from the Washington State Office of the Superintendent of Public Instruction (OSPI). OSPI conducts an approval process for providers once a year and then publishes the list. Parents must select their SES provider from the OSPI list available by clicking here or they may look through the descriptions of all of the providers in the SES Notebook at the school’s Main Office.
Tutoring takes place outside of the regular school day, off-campus at a mutually agreed upon location between the parent/guardian and provider. Providers indicate if they provide online, after school or weekend times and location of services.
Transportation will not be provided—parents will be responsible for transporting their child to/from the tutoring location.
SES provides a limited amount of tutoring for each student. OSPI sets a "maximum" amount of funds allowed for tutoring per SES qualified student. This year each eligible student qualifies for $1,070.00 in tutoring services.
The Open Enrollment period for SES service is January 23 through February 3 (4 P.M.). No late applications will be accepted.
To qualify for SES services in CVSD School District, students must meet the following criteria:
A. Attend Adams Elementary or Broadway Elementary Schools
B. Qualify for free/reduced lunch. A free/reduced lunch application for 2011-12 must be completed, processed, and approved through the district's Nutrition Services Department; and
C. Complete the CVSD 2011-2012 Washington State Universal Application for Supplemental Services form with two choices of approved SES providers and parent signature.

SES registration cannot be completed until the student's free/reduced lunch application is processed and verified.
If a student qualifies for SES services, the district will provide his or her parent with contact information to the first choice of SES providers listed on the form. The provider will contact the parents to set up the tutoring services and parents will work directly with the provider from that point forward. (The second choice provider is used if the first choice cannot provide services to the student).
