Capital Facilities Planning Initiative

Overview
Central Valley School District has launched a year-long intensive planning process to revise the district's Capital Facilities Plan. School Board members issued a charge to the 18-member Capital Facilities Planning Committee to complete the following work by May 2010:

  • Review physical condition of all 24 district buildings (schools and administration)
  • Review student enrollment projections
  • Forecast construction, expansion and modernization requirements
  • Create a list of recommended capital projects over the next six years
  • Develop a proposed 25-year long-range construction bond plan, based on district-wide needs assessment

Committee members include industry experts, government officials, principals, staff, parents and community members. The committee is building on the work previously completed by the Facilities Options Committee (October 2007) and Study and Survey Committee (November 2008).

Scope of Work


  • July - August 2009: Summer Break



  • November 12: Capital Facilities Community Forum #1 - to update community on status of committee work and solicit feedback from forum participants about ideas, perceptions and priorities related to capital facilities issues.
  • January 2010: Review educational plan, facility capacities, residential growth trends, student enrollment projections and discuss implications on capital facilities (2 meetings)
  • January 14, 2010: Capital Facilities Community Forum #1 REPEAT - to update community on status of committee work and solicit feedback from forum participants about ideas, perceptions and priorities related to capital facilities issues. (see information in column at right)
  • February 2010: Develop major needs lists and begin discussion new construction/renovation considerations (2 meetings)
  • March 2010: Interim report to School Board; update on bond financing, school construction timing and state matching dollars (2 meetings)
  • March 11, 2010: Capital Facilities Community Forum #2 - to update community on status of committee work and solicit feedback on major needs project list
  • April 2010: Develop cost estimates, review and prioritize major needs project list (2 meetings)
  • May 2010: Develop proposed construction bond package and present to School Board (3 meetings)
  • May 13, 2010: Capital Facilities Community Forum #3 - to update community on status of committee
    work and solicit feedback on preliminary bond packages
  • June 28, 2010: Complete work and present final plan to School Board for approval.

Capital Facilities Plan Adopted: June 2010
The Central Valley School District Board of Directors unanimously adopted a new Capital Facilities Plan on June 28, 2010.

The plan includes five proposed bond packages to modernize aging schools and build new schools through 2033. The new plan was developed by the community-based Capital Facilities Planning Committee which relied on community feedback and input to guide their work throughout the 15-month process.
