Referral Process
There is a formal process that must be followed in order for students to qualify for Special Education.
The first step in the process is for the student’s general education teacher to fill out a Child Study Request. Once the Child Study request is complete, the Child Study team meets to discuss the student’s academic progress. The team brainstorms interventions that the general education teacher and other specialists can try to help the child succeed. The team sets a date to meet again after interventions have been in place. The team can then either decide not test the student, wait and test at another time, or request Special Education testing.
If the Child Study team decides that a student should be tested for Special Education, the first step is for the student’s general education teacher to fill out a Special Education Referral and return it to the school psychologist.
Within 30 school days of the school psychologist receiving the Special Education Referral, the school psychologist will send a parent consent form to the student’s parents. Once the parent consent form is signed by the student’s parents and returned to the school psychologist, testing can begin.
The school psychologist then has 60 calendar days to administer an IQ test and an achievement test to the student. Once eligibility is determined by the team, the Special Education teacher has 30 calendar days to develop an IEP, have an IEP meeting with the student’s parent, and obtain parent consent (signing of IEP).
Once the IEP has been signed by the student’s parents, the student can begin to receive Special Education services. The IEP is reviewed and rewritten 1 time per year. Parents will be notified if there is going to be a change to their child's IEP. A meeting will be held and changes will be discussed.
The IQ test and achievement testing will be administered every 3 years by the school psychologist. This test will determine if the student still qualifies for Special Education.
