Boundary Review Process

As population and enrollment grow or shift within the Central Valley School District, changes in school attendance areas may become necessary. In these cases, the Board of Directors (Board Policy 3131) appoints a district-wide Boundary Review Committee, composed of parents, community members, administrators and principals, to study the district boundaries.

The committee follows this process:

1. Gather and analyze data about enrollment and growth in the affected area, working with maps provided by Spokane County Geographic Information Systems.

2. Study, discuss and agree on proposed boundaries, striving to: 

  • Maintain a district-wide perspective
  • Take into account future growth trends and its impact on school capacity
  • Maintain a “feeder system” where elementary students move to the same middle/senior high setting with their classmates
  • Use natural boundaries, whenever possible
  • Maintain neighborhood schools, whenever possible
  • Seriously consider transportation costs
  • Include special education classrooms as part of the analysis for school capacity
  • Include reasonable space for staff of each school

3. Hold a public hearing to provide an opportunity for parents, families and community members to see the proposed attendance boundary recommendations of the Committee and comment on the proposal. Notice of the public hearing shall be provided to the community through flyers sent home with students, news coverage and print advertising. At the public hearing:

  • Boundary Review Committee members will present the proposed boundaries and data-based rationale
  • Community members will be invited to provide the Committee with their thoughts and input, limited to three (3) minutes per speaker
  • Committee members will not engage in discussion or debate
  • All public comments will be recorded and transcribed for use by the Committee and School Board

4. Collect written public comment until the deadline set by the Committee.

5. Consider public comments and review proposed attendance boundaries with community input in mind.

6. Complete recommendations for attendance boundaries and present to the Board of Directors, along with community input compiled from public meeting and written comments.

The Central Valley School District Board of Directors will consider the Boundary Review Committee’s recommended attendance boundaries and will make the final determination to set school attendance boundaries.


 


Current News

On September 26, 2005, the Central Valley School Board adopted new enrollment boundaries for four elementary schools in the fast-growing eastern part of the district. The new boundaries will not take effect before September 2007. The boundary changes will impact:

The School Board has not yet finalized middle school enrollment boundaries proposed by the 2005 Boundary Review Committee for Greenacres Middle School and a new middle school proposed in Liberty Lake.
